Salsas Locas operates out of a storefront on SE 28th Ave in Reed, carrying on under a new name after years as Tortilleria Y Tienda De Leon's. Founder Lucy De Leon runs it as a culturally rooted Mexican kitchen, built around tamales and made-in-Oregon cooking.
Beyond the retail counter, the business supplies school districts, local retailers, and other institutional food service programs — a wholesale operation as much as a neighborhood spot. As a Latina-owned business, it frames the work as a way of representing the community that raised it.
Regulars point to the salsas and breakfast burritos, along with friendly counter service and affordable portions, as the reasons they keep coming back.
