Casa Zoraya and Rangoon Bistro (N) both land Damn Good, and that's the whole list for now. Peruvian and Vietnamese, both $$, both worth the trip. North Portland hasn't produced a top-tier spot yet — this is a neighborhood still building its case. Two for two is a start.
